The idea is simple but significant. Instead of serving time abroad, convicted individuals could be transferred back home to complete their sentences. While this has clear benefits for countries like the Philippines, which has many citizens working overseas, the shift reflects a broader regional rethink of how justice systems cooperate across borders.
A Regional Shift in How ASEAN Handles Prisoners
The proposed treaty is being negotiated among ASEAN members including Cambodia, Indonesia, Laos, Malaysia, Timor-Leste, Vietnam, and the Philippines. Talks began in March 2026 under a regional technical working group.
If implemented, the agreement would create a formal system for prisoner transfers across Southeast Asia.
