Public Anger Explodes as Flood Control Scandal Grows
The protests were fueled by the massive flood control corruption scandal that has shaken the country for months. Billions of pesos meant to protect communities from deadly flooding were allegedly lost to bribes, padded contracts, and political kickbacks.
